In accordance with a budget proviso from the King County Council, the Historic Preservation Program last month submitted a report describing its plans for distributing the HB 1386 funds it was awarded in the County’s 2011 adopted budget.
The Council voted last fall to accord the entirety of the HB 1386 revenues, which are raised from a $1 surcharge for recording public documents, to the HPP. In doing this, it rejected the recommendation of a Council-appointed Heritage Task Force to split the revenues, with 40 percent going to the county historic preservation program, and 60 percent to 4Culture for distribution to heritage organizations countywide.
At the same time, the Council acknowledged concerns of the Heritage Task Force by requiring that the HPP demonstrate how it intended to achieve equitable geographic distribution of its resources among council districts.
